Background of the Study
Universal Health Coverage (UHC) is a key objective of global health systems, ensuring that all individuals have access to essential healthcare services without financial hardship. In Nigeria, various policies have been introduced to achieve UHC, including the National Health Insurance Scheme (NHIS), the Basic Healthcare Provision Fund (BHCPF), and the State Health Insurance Schemes (SHIS). Gombe State has made efforts to implement these policies, particularly through its Contributory Health Scheme, which aims to expand healthcare access to both formal and informal sector workers.
Despite these initiatives, many residents in Gombe State still experience challenges in accessing quality healthcare services. Issues such as inadequate healthcare infrastructure, low insurance enrollment, financial constraints, and inefficiencies in policy implementation hinder the success of UHC policies. Additionally, rural and underserved populations often struggle with geographic and economic barriers to healthcare.
This study seeks to evaluate the effectiveness of UHC policies in Gombe State, assessing their impact on healthcare access, affordability, and overall health outcomes.
Statement of the Problem
Although Gombe State has adopted UHC policies, there are concerns about their effectiveness in achieving equitable healthcare access. Many residents, particularly in rural areas, remain uninsured, and out-of-pocket expenditures continue to be a major barrier to healthcare utilization. Furthermore, there are gaps in service delivery, including shortages of medical personnel, poor healthcare financing, and limited awareness of available health schemes.
If these issues are not addressed, the goal of universal health coverage in Gombe State may remain unfulfilled, leading to continued health disparities and financial hardship for vulnerable populations. This study will critically assess the implementation of UHC policies and identify areas for improvement.

Scope and Limitations of the Study
This study will focus on UHC policy implementation in Gombe State, evaluating its impact on healthcare service delivery. Data will be collected from healthcare providers, policymakers, and beneficiaries of health insurance schemes. Limitations may include incomplete policy data and reluctance of respondents to disclose healthcare access challenges.
